ASCII and the ISO 8859 series are both character repertoires and encodings. The code points range from 0 to 127 for ASCII and from 0 to 255 for ISO 8859. The encoding is a simple one-to-one, since one octet can comfortably express the whole range.

ITA2 suffered from many shortcomings and was often 'improved' by many equipment manufacturers, sometimes creating compatibility issues. In 1959 the U.S. Military defined its code, a six-or seven-bit code, introduced by the U.S.
Army Signal Corps. While Fieldata addressed many of the then-modern issues (eg.
Letter and digit codes arranged for machine collation), Fieldata fell short of its goals and was short-lived. In 1963 the first ASCII (American Standard Code for Information Interchange) code was released (X3.4-1963) by the ASCII committee (which contained at least one member of the Fieldata committee, W. Leubbert) which addressed most of the shortcomings of Fieldata, using a simpler code. Many of the changes were subtle, such as collatable character sets within certain numeric ranges.
ASCII63 was a success, widely adopted by industry, and with the followup issue of the 1967 ASCII code (which added lower-case letters and fixed some 'control code' issues) ASCII67 was adopted fairly widely. ASCII67's American-centric nature was somewhat addressed in the European ECMA-6 standard, which persists today as the base encoding for the UNICODE extended encoding strings. Somewhat historically isolated, 's was a six-bit encoding scheme used by IBM in as early as 1959 in its and computers, and in its (for example, 704, 7040, 709 and 7090 computers), as well as in associated peripherals. BCD extended existing simple four-bit numeric encoding to include alphabetic and special characters, mapping it easily to punch-card encoding which was already in widespread use. It was the precursor to EBCDIC. For the most part, IBMs codes were used primarily with IBM equipment, which was more or less a closed ecosystem, and did not see much adoption outside of IBM 'circles'. 's (usually abbreviated as EBCDIC) is an eight-bit encoding scheme developed in 1963.
The limitations of such sets soon became apparentand a number of ad hoc methods were developed to extend them. The need to support more for different languages, including the family of, required support for a far larger number of characters and demanded a systematic approach to character encoding rather than the previous ad hoc approaches.
In trying to develop universally interchangeable character encodings, researchers in the 1980s faced the dilemma that on the one hand, it seemed necessary to add more bits to accommodate additional characters, but on the other hand, for the users of the relatively small character set of the Latin alphabet (who still constituted the majority of computer users), those additional bits were a colossal waste of then-scarce and expensive computing resources (as they would always be zeroed out for such users). The compromise solution that was eventually found and developed into Unicode was to break the assumption (dating back to telegraph codes) that each character should always directly correspond to a particular sequence of bits. Instead, characters would first be mapped to a universal intermediate representation in the form of abstract numbers called. Code points would then be represented in a variety of ways and with various default numbers of bits per character (code units) depending on context. To encode code points higher than the length of the code unit, such as above 256 for 8-bit units, the solution was to implement where an escape sequence would signal that subsequent bits should be parsed as a higher code point. (Note that I'm using some of these terms loosely/colloquially for a simpler explanation that still hits the key points.) A byte can only have 256 distinct values, being 8 bits. Since there are character sets with more than 256 characters in the character set one cannot in general simply say that each character is a byte. Therefore, there must be mappings that describe how to turn each character in a character set into a sequence of bytes. Some characters might be mapped to a single byte but others will have to be mapped to multiple bytes. Those mappings are encodings, because they are telling you how to encode characters into sequences of bytes. As for Unicode, at a very high level, Unicode is an attempt to assign a single, unique number to every character.
Obviously that number has to be something wider than a byte since there are more than 256 characters:) Java uses a version of Unicode where every character is assigned a 16-bit value (and this is why Java characters are 16 bits wide and have integer values from 0 to 65535). When you get the byte representation of a Java character, you have to tell the JVM the encoding you want to use so it will know how to choose the byte sequence for the character. @AminNegm-Awad I did not write 'unicode has no encoding'.
Unicode has encodings: (e.g. UTF-8, UTF-16. Etc.) Bot those are implementations. Unicode itself is pretty much just like 'the alphabet', it's just a list of characters.
That's why Unicode is not an encoding. An encoding on the other hand should describe how the information will be stored in bits and bytes. I have no idea what you mean by 'double-encoded' though.

Character encoding is what you use to solve the problem of writing software for somebody who uses a different language than you do. You don't know how what the characters are and how they are ordered.
Therefore, you don't know what the strings in this new language will look like in binary and frankly, you don't care. What you do have is a way of translating strings from the language you speak to the language they speak (say a translator). You now need a system that is capable of representing both languages in binary without conflicts. The encoding is that system. It is what allows you to write software that works regardless of the way languages are represented in binary.
